SAQA Timeline

1986 — Foundation of the Company

Mr. Suhail Saqqa founded The International Office for Engineering and Contracting, marking the beginning of a long and distinguished journey in Palestine’s construction sector.

1987 — Formation of Saqqa & Khoudary Co. Ltd. (SAK)

In 1987, Mr. Jawdat Khoudary joined as a 50% partner, and the company became
Saqqa & Khoudary Co. Ltd. (SAK).
Together, they delivered major civil, infrastructure, and public works projects across the Gaza Strip.

2005 — Strategic Growth Through Acquisition

Mr. Saqqa acquired Berlin Company, which completed several notable projects, including:

  • A modern office building now rented by UNDP

  • A private villa

  • A mosque

  • A beachfront residence

This acquisition strengthened the company’s capabilities in vertical and architectural construction.

2012 — Division of SAK

In 2012, the partners mutually agreed to divide the company and all its assets, including real estate, factories, equipment, and operational facilities.

As part of the legal division agreement, 50% of SAK’s experience, workforce, and technical expertise were formally transitioned to SAQA, ensuring continuity of knowledge, engineering capacity, and operational strength.
This marked a major restructuring and the beginning of SAQA’s independent expansion.

2012 — Establishment of SAQA Group

Following the division, Mr. Saqqa rebranded Berlin Company as
Skills and Quality Construction Company Ltd. (SAQA).
He retained key managers, engineers, supervisors, and administrative personnel from SAK, forming the core of SAQA’s new organizational structure.

SAQA established:

  • Its Headquarters on Omar Bin Abdulaziz Street in Gaza City

  • A West Bank office on Irsal Street in Ramallah

These offices continue to serve as the administrative and operational centers of the company.

SAQA Becomes a Family-Led Company

SAQA evolved into a family-operated business, supported by Mr. Saqqa’s children—each bringing strong academic backgrounds, international experience (including studies in Canada), and specialized expertise that enhanced the company’s capabilities.

• Rania Alsaqqa – Head of Finance

Master’s graduate from AUC, with extensive experience in financial strategy and business development. She played a key role in diversifying SAQA’s operations.

• Mohammed Alsaqqa – Head of Engineering Department 

Civil Engineering graduate from Concordia University (Canada) with over 15 years of experience in major Canadian construction projects. He leads SAQA’s engineering and technical operations.

• Ahmed Alsaqqa – General Manager

Electrical Engineering graduate from Carleton University (Canada) with more than 12 years of experience in infrastructure, conflict-zone project management, and manufacturing. He oversees SAQA’s strategic operations and expansion.

• Ranim Alsaqqa – Organizational Development & Marketing 

Business Administration graduate from the John Molson School of Business (Montreal) with over 7 years of experience in marketing, branding, HR systems, and organizational development.

• Rana Alsaqqa – Accounting & Financial Analysis

Accounting graduate from the John Molson School of Business (Montreal) with more than 7 years of experience in financial planning and ROI analysis for development and real estate projects.

2023 — Leadership in the Construction Sector

In 2023, Mr. Suhail Saqqa was elected as the Head of the Contractors Union in Gaza, becoming the leading representative of Gaza’s construction sector and a key figure advocating for reconstruction, contractor rights, and industry standards.
